Health Plan Quality

eValue8

BHCAG has worked steadily to make information about health plan cost, quality and performance transparent. Along with seven other employer health care coalitions from around the country, BHCAG participated on the team that developed eValue8, the leading evidenced-based health plan survey tool.   The driving principle behind eValue8 was to create a tool that would allow purchasers to buy health care services and evaluate health plans and programs based on real value, not just on price and provider access.

eValue8 supports a value-based purchasing strategy.  Purchasers use the results to understand the relative quality and efficiency of different health plans within a specific market and across markets where they do business.  They use the evidence-based data to select plans, negotiate prices based on actual plan performance, and develop strategies for improving health care investments.

eValue8 raises the bar for health care performance and moves the market to deliver greater value for the purchaser’s health care dollar.  Today the movement has grown – over 70 health plans across the country participate in this rigorous evaluation process each year. Standardized performance reports are prepared for participating HMO and POS plans, as well as for PPO plans and networks.

BHCAG conducts the annual eValue8 evaluation process for participating Minnesota health plans. Health plans that submit data for eValue8 provide detailed information in each of seven measurement modules:

  • Plan Profile
  • Consumer Engagement
  • Provider Measurement
  • Pharmaceutical Management
  • Prevention and Health Promotion
  • Chronic Disease Management
  • Behavioral Health
